update triggers re-engagement episodes

When I update re-engagement episodes, they seem to trigger for everyone without respecting the inactivity time set. So all users receive the re-engagement message shortly after the update.

I checked and looks like the re-engagement episodes will trigger for all user's who have been inactive for the mentioned time period in these episodes. What exactly happened in this case? Is there any screenshot where it triggered without the inactive period set?
